(a) To express each state's population in terms of millions, you simply divide the population by 1,000,000.

State A: 1,200,000 / 1,000,000 = 1.2 million State B: 3,400,000 / 1,000,000 = 3.4 million State C: 17,500,000 / 1,000,000 = 17.5 million State D: 19,500,000 / 1,000,000 = 19.5 million

The total population would be the sum of all the state populations, which is 1.2 + 3.4 + 17.5 + 19.5 = 41.6 million.

So, the table would look like this:
