Solution

The context of the conference's decision to "endorse other methods" is best explained by the fact that many African colonies had failed to obtain the greater self-governance promised after the First World War and doubted that European powers would fulfill similar promises after the Second World War. This historical context likely influenced the conference's decision to endorse other methods, potentially including more aggressive or militant strategies, in the struggle for independence.
