Neither of the conclusions can be logically derived from the statement. The Chief Minister's emphasis on the government's efforts for the development of farmers and rural poor does not provide any information about the efforts of the former government (Conclusion I) or about this government's efforts for the development of urban poor (Conclusion II). Therefore, neither Conclusion I nor Conclusion II follows.
