The Australian Human Rights Commission has identified five common principles as an acronym called the ‘PANEL’ principles. Name these five (5) principles.

The 'PANEL' principles identified by the Australian Human Rights Commission are as follows:

1. Participation: This principle emphasizes that everyone has the right to participate in decisions which affect their human rights.

2. Accountability: This principle requires effective monitoring of human rights standards as well as remedies and redress for human rights breaches.

3. Non-discrimination and equality: This principle emphasizes that all forms of discrimination must be prohibited, prevented and eliminated. It also requires the prioritization of the rights of disadvantaged and marginalized individuals or groups.

4. Empowerment: This principle means that individuals and communities should know their rights and be fully supported to participate in the development of policy and practices which affect their lives.

5. Legality: This principle requires the recognition of rights as legally enforceable entitlements and is linked inextricably with the principle of rule of law.
