Solution
From statement I, we know that Reagan is in the top 25% of the boys in the class. Since 60% of the class are boys, there are 18 boys in the class. Therefore, Reagan is at least 4th or 5th in the boys' merit list. However, this does not give us his overall rank in the class.
From statement II, we know that there are three boys among the top five rank holders and three girls among the top ten rank holders. Angela is third among the girls, so she could be anywhere from 3rd to 10th in the overall rank. Reagan is 6th in the overall rank.
Therefore, based on the information given, Reagan has the lower overall rank.
