Solution

The Union Public Service Commission (UPSC) is a central agency in India that conducts various examinations and is responsible for appointments and examinations for All India services and group A & group B of Central services. The commission is headquartered in New Delhi.

Composition of UPSC:

The UPSC consists of a chairman and other members appointed by the President of India. The Constitution of India does not define the number of members the UPSC should have, but currently, the commission consists of a chairman and ten members. The conditions of service of chairman and other members of the commission are determined by the President of India. They hold office for a term of six years or until they attain the age of 65 years, whichever is earlier.

Role of UPSC:

  1. Recruitment to services & posts: UPSC conducts examinations for appointments to the services of the Union and All India Services. It also directly recruits by selection through interviews.

  2. Advising on the suitability of officers: UPSC is consulted on matters relating to the appointment, transfer, promotion and disciplinary matters concerning officers of the All India Services.

  3. Disciplinary cases: UPSC is consulted on all disciplinary matters affecting a person serving under the Government of India or the Government of a State in a civil capacity.

  4. Claims of reimbursements: UPSC is consulted on any claim by or in respect of a person who is serving or has served under the Government of India in a civil capacity.

  5. Miscellaneous: The UPSC can also advise the President on any matter referred to them and on which the President has directed that they shall be consulted.

In conclusion, the UPSC plays a crucial role in the administrative structure of India. It ensures that the civil service system in India is filled with competent and efficient officers who can run the administrative machinery smoothly.
