Solution

The President of India appoints the Chief Justice of India. According to the Constitution of India, the President is required to consult with such of the Judges of the Supreme Court and of the High Courts in the states as he deems necessary. However, in practice, the President usually consults with the outgoing Chief Justice of India, the senior-most Judge of the Supreme Court, the Union Minister of Law and Justice, and the Prime Minister of India. The President is not required to consult with the Council of Ministers or the Attorney General of India for this appointment.
